• Bachelor’s Degree is required; Masters is preferred.
• A minimum of 10 years relevant growth, operational, and domain experience
• Given the CMS priority, candidate has either played a role within CMS (as govt or industry) running programs and/or has been associated with the account for long and is current on CMS activities and priorities and culture
• Knowledge of the CMS SPARC vehicle and/or its predecessor is ideal
• Must be adept at building near term and longer term strategic pipeline
• Candidate may also have FDA/NIH knowledge or other relevant HHS or Health Domain experience/expertise
• Proven and strong experience and success in growth, pipeline development, capture management, and proposal development in the Federal sector
• Advanced negotiation and closing skills
• Demonstrated ability to penetrate new accounts and leverage personal and professional relationships into quality revenue growth and successful engagements
• Ability to think and plan strategically and execute tactically to meet the growth targets and work in fast paced, dynamic environment
• Demonstrated industry contacts and relationship that are relevant to continued revenue generation
• Excellent organizational skills, strong attention to detail and ability to effectively manage programs supporting multiple businesses
• Able to work under pressure (at times) and to be extremely flexible under changing priorities
• Excellent verbal and written skills, including strong presentation skills
• Possess a command for communicating complex ideas into simple and understandable concepts
• Solid ability to interface, inspire and motivate at all levels of organization
• Enthusiastic, proactive, positive attitude with great listening and speaking skills and high integrity
• Willing to travel occasionally as needed (up to 30%).
• Must be able to hold clearances required by Civilian HHS entities
• Flexible in working extended hours.


The VP Federal Health IT will develop and implement campaign plans and strategies, have a firm comprehension of the customer’s requirements, understand the strengths/weaknesses of our competitors and develop/implement winning strategies that highlight strengths and mitigate weaknesses. The candidate will have proven experience and leadership in directing and managing strategic pursuits in collaboration with Growth Team Members, Operations Leads and Proposal Development teams in the professional and technical services space. Responsibilities will include the following experience, expertise and core functions.

• Works directly with customer(s) and functional leads to gather, assess, validate and document customer requirements key issues, concerns, hot buttons, decision making process
• Develops and executes pipeline and call plans for target accounts; supported by defining strategic account plans for key Health IT agencies (CMS and ideally FDA and other targeted HHS accounts)
• Proven experience leading and winning contracts with knowledge of acquisition / procurement policies and regulations and Government contract vehicles
• Helps inform and/or lead Black Hat / Competitive Intelligence reviews of competitors on specific opportunities, to include price to win considerations
• Proven ability to motivate and energize a team to produce a winning solution and proven ability to develop and implement creative strategies into winning bids
• Excellent written/verbal communications skills, presentation skills, organizational time management skills
• Builds customer knowledge, market information, competitive analysis, and other business skills to develop customer value propositions based on thorough understanding of customer environment and needs.
• Develops and maintains relationships within the company, the customer community, and industry (both teammates and competitors) to better understand, identify, qualify, and coordinate opportunities
• Supports solutioning planning to ensure customer requirements are addressed in a compliant and compelling manner
• Build winning teams and negotiate with potential team members as to roles, workshare, and participation
• Exhibit characteristics of high performance, focused, and creative problem solving towards achievement of growth objectives
• Ultimately, upon award, assumes the responsibility of transition-in and takes Operational leadership over the program.
