EDUCATION AND EXPERIENCE

• Government contracting experience required; experience working with both domestic (HHS, DOL, DOE) and international (USAID, DfID) donors required
• Ability to translate technical work plans into cost proposal data
• Excellent written and oral communications skills required
• Strong leadership required with the proven ability to lead diverse teams
• In depth knowledge of FAR, Oracle ERP systems, business development and client relationship management experience required
• Strong analytical and computer skills, especially spreadsheet and financial analysis.
• Overseas working experience preferred
• 15 years of experience and BA/BS degree in business, finance, or related field or the equivalent combination of education and experience.

JOB RESPONSIBILITIES

The Director of Pricing will oversee staff responsible for developing, managing, and leading business proposals within organization. S/he provides guidance and manages the costing/pricing on the most complex business proposals for the company. This person will make recommendations on pricing strategies to ensure we maintain our competitive edge and will be based in our Bethesda, MD office.

• Lead negotiations with partners and ensure partner’s cost proposal documentation is compliant with donor requirements.
• Work with the Business Development and technical teams within the Division to lead pricing strategy and preparation of all required cost documentation including budgets; develop and implement pricing infrastructure.
• Designs and populates intricate spreadsheets for a variety of contract types, such as T&M, CPFF, and FFP, to comply with bid requirements and costing standards.
• At the direction of Division management and Contracts, negotiates with Contracting Officers as required for any questions arising from cost submissions.
• Determine optimal price points for bid and conduct price-to-win analysis; ensures cost proposal meets hurdle rates/targets set by the organization.
• Designs and leads formal business proposal training courses at the basic and advanced levels; organizing/presenting a cost training module and preparing/administering tests and supervising/mentoring trainee(s) who support cost proposal efforts.
• Prepares and/or updates budget spreadsheet templates for various contracting mechanisms to facilitate accuracy and consistency in how budget data is compiled and presented. Continually assesses pricing and estimating approaches used throughout and identify and recommend best practices for use companywide.
• Review draft and final award documents for consistency of financial data with cost proposal and provide analysis to proposal team.
• Strengthen existing pricing toolsets and processes in collaboration with finance and business development staff.
• Collect competitive intelligence and analyze market trends in order to make recommendations on bid/capture efforts.
